Why Do We Exist?
The Halton Strategic Partnership is the Local Strategic Partnership (LSP), for the borough of Halton. The Halton Strategic Partnership was developed in 2001 to pull together key organisations across the borough to ensure a co-ordinated delivery of services to members of the community in Halton.
To help tackle the challenges Halton faces, the partnership received Neighbourhood Renewal Fund (NRF) money from the Government, providing more than £30 million to improve services, prospects and quality of life for local people in Halton between 2001 and early 2008.
In 2007 it was announced that the NRF would cease funding and in December 2007 Halton was awarded a further £16million from the Working Neighbourhood Fund (WNF), to continue with the important projects already serving the communities needs.

Halton's Brindley Theatre & Arts Centre
To help the Partnership direct its efforts to where they are needed, a ‘State of the Borough’ report was produced in 2005. This report had three main purposes:
wTo provide a base of key information for deciding the overall strategic priorities
wTo inform and influence the subsequent policy and financial planning process
wTo contribute to the development of a Community Strategy for Halton
Having closely considered the information produced in the study, five strategic priorities of equal status were identified for Halton. They are:
wA Healthy Halton
wHalton's Urban Renewal
wChildren and Young People in Halton
wEmployment, Learning and Skills in Halton
wA Safer Halton
The Partnership set out clear guidelines for the use of the funding at its disposal. These include only funding proposals that:
wClearly impact upon one of the five strategic priorities
wAddress demonstrated need or comprise of research/consultation designed to identify such need
wAre based on current best practice
wFocus on prevention directed at key factors that will narrow the gap between standards in Halton and national averages
wAre sustainable/provide a clear exit route
wAre progressive in their impact – helping the most disadvantaged groups more than, or at least as much as the more advantaged
wProvide cost-effectiveness and good quality
wShow commitment to obtaining match funding
